Pakistan has deepened its engagement with Hong Kong in the areas of digital finance and technology, with a series of high-level meetings held in Hong Kong. Minister of State and Chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), Bilal Bin Saqib, met with key officials to strengthen cooperation in digital finance, tokenised capital markets, and regulatory innovation.

The meetings aimed to explore opportunities for practical cooperation and knowledge exchange between the two regions, with a focus on developing modern financial-market infrastructure and creating a regulated environment for digital assets. Bilal Bin Saqib met with Arthur Yuen, Deputy Chief Executive of the Hong Kong Monetary Authority, and Christopher Hui, Secretary for Financial Services and the Treasury of the Hong Kong SAR Government.

  • Pakistan is interested in learning from Hong Kong’s experience in tokenisation to support the development of government securities and other financial assets.
  • The meetings discussed opportunities for closer institutional cooperation and knowledge exchange between Hong Kong financial institutions and emerging opportunities in Pakistan.
  • Bilal Bin Saqib also met with Duncan Chiu, Member of the Legislative Council, to discuss the role of legislation in supporting innovation and the development of competitive fintech ecosystems.
  • The discussion examined how Hong Kong could serve as a bridge connecting Pakistani technology companies with investors and technology firms across the Greater Bay Area.
