Putin cybersecurity meeting in Moscow: the Kremlin at dusk with a digital network overlay

Russian President Vladimir Putin brought together top government ministers, senior security officials and leading banking executives on Wednesday for a high-level meeting on cybersecurity, which the Kremlin described as an increasingly urgent challenge for the country.

The session, announced by the Kremlin on 14 October, was set to examine the resilience of Russia’s digital infrastructure and economy against cyberattacks and the misuse of emerging technologies. The meeting drew in the head of Sberbank and Central Bank Governor Elvira Nabiullina, signalling that economic and financial security were high on the agenda alongside national security.

Key Facts

  • Event: President Vladimir Putin convenes a high-level cybersecurity meeting in Moscow.
  • Date: Wednesday, 14 October 2026.
  • Participants: Government ministers, top security officials, the head of Sberbank, and Central Bank Governor Elvira Nabiullina.
  • Agenda: Protecting digital infrastructure and the economy from cyberattacks and the weaponisation of new technologies such as artificial intelligence.
  • Context: The Kremlin denied the meeting was a response to recent Ukrainian drone strikes on four Russian data centres.

Putin cybersecurity meeting focuses on AI risks

Kremlin spokesman Dmitry Peskov told reporters that artificial intelligence offered major benefits by improving efficiency across many sectors, but warned that attempts by some countries to turn new technologies into weapons could threaten entire sectors of any nation’s economy.

“Naturally, we are no exception, and we must be prepared for these challenges. That is why the president is holding this meeting today,” Peskov said. His remarks underline how governments around the world are weighing the promise of AI against the risks of its misuse in an era of intensifying digital competition.

Officials are expected to discuss the long-term risks linked to digital technology and national security, although the Kremlin did not publicly detail which specific measures might be considered. The presence of the central bank governor and the country’s largest bank suggests the discussions will cover how cyberattacks could disrupt financial services and business operations.

Kremlin denies link to data centre drone strikes

The meeting follows a series of Ukrainian drone attacks over the past week on four Russian data centres — three belonging to technology group Yandex and one to Sberbank. The strikes have raised fresh questions about the vulnerability of critical digital infrastructure, which supports online services, banking and other systems dependent on reliable computing.

Peskov rejected any suggestion that the gathering was convened in direct response to those incidents. “No, this is a much more systemic meeting. It is not connected to those specific, isolated attacks,” he said, describing the agenda as a broader review of the cybersecurity risks facing the country.

Separately, the Kremlin said on Tuesday that the government was discussing the difficulties faced by Yandex after its three data centres were hit, noting it was too early to assess whether users had suffered financial losses from the resulting outages.
