Former Syrian general Bassam al-Hassan, wanted for crimes against humanity, is living under US and Lebanese protection in Beirut, according to a joint BBC-NPR investigation

A former Syrian general wanted internationally for crimes against humanity is living quietly in Beirut under the protection of American and Lebanese authorities, a joint BBC and NPR investigation published on Thursday has found.

Bassam al-Hassan, who oversaw Syria’s chemical weapons programme and served as a senior adviser to former president Bashar al-Assad, moved to Lebanon’s capital after fleeing Syria following the collapse of the Assad regime in 2024, the investigation reports.

Why Washington is protecting a wanted man

The arrangement is at least partly driven by Hassan’s willingness to provide information about the abduction of American journalist Austin Tice, who disappeared at a checkpoint near Damascus in August 2012, as well as additional intelligence, according to the four sources.

In the meeting record reviewed by the BBC, Hassan was offered “residency,” “protection,” and help securing his “living needs.” Sources with knowledge of the arrangement described how he receives money through an intermediary, making the payments harder to trace.

The investigation is part of a years-long inquiry featured in a new NPR Embedded and BBC series called Where is Austin Tice?, which re-examines the fate of the journalist more than a decade after he vanished while reporting from rebel-held territory in Syria.

Syria’s new government wants him back

Officials from two different branches of Syria’s new government, speaking on condition of anonymity, told the BBC and NPR that they want Hassan returned to Syria to face trial. They said, however, that US authorities want him kept in Beirut and that Damascus has little power to change that.

The standoff highlights the uneasy relationship between Syria’s post-Assad authorities and Washington, where intelligence cooperation now competes with demands for accountability for atrocities committed under the former regime.

Who is Bassam al-Hassan?

Bassam al-Hassan was one of the most powerful figures in Assad’s security establishment. He oversaw Syria’s chemical weapons programme — the apparatus behind some of the deadliest attacks of the Syrian civil war — and served as a senior adviser to the former president.

The findings are expected to renew pressure on Washington to explain why a man wanted for some of the worst crimes of the Syrian war is being sheltered rather than handed over for trial. Syria’s new government has signalled it will continue to demand his return — a request that now sits in direct tension with the intelligence value American officials say he still holds.
