Farming community learning about rainwater harvesting during drought conditions in the Philippines

Manila: The Office of the Vice President (OVP) of the Philippines will roll out a nationwide public information campaign to help communities understand and prepare for El Niño, Vice President Sara Duterte-Carpio announced on 12 October.

Speaking at a press briefing in Mandaluyong City, Duterte-Carpio said public awareness is critical as dry spells threaten agricultural yields, food supplies and household spending. According to an official transcript shared by her office, the campaign will explain El Niño in “ordinary and simple” terms and give people practical guides on what they can do.

Plain guidance for households and farmers

The planned information drive will offer accessible guidance on everyday concerns such as fluctuating food prices, community health risks and crop protection strategies for farmers facing potential drought, with the aim of fostering collaborative community action. Duterte-Carpio did not specify an exact date or timeline for the rollout.

The announcement followed questions about President Ferdinand Marcos Jr.’s earlier recommendation that households prepare buckets and water filtration systems. Duterte-Carpio chose not to comment directly on the president’s suggestion, stressing instead the importance of proactive public education on health, food security and livelihoods.

A country bracing for a strong El Niño

The Philippines is currently experiencing a strong El Niño, which weather officials expect to intensify, with its effects likely continuing into the first half of 2027. Dry conditions are expected from October 2026 through March 2027, and disaster officials report hundreds of thousands of people already affected, with more than 100 localities under a state of calamity.

Malacañang has urged early and sustained preparations while cautioning the public against “artificial panic”. The president has directed agencies to step up public information efforts, and the national weather bureau PAGASA, the Department of Science and Technology and other agencies are coordinating monitoring and response measures, including water conservation, health surveillance and energy supply monitoring.

Why awareness matters

Climate awareness campaigns turn forecasts into action: when households understand what El Niño brings — prolonged dry spells, water shortages, heat-related illness and pressure on food prices — they can store water safely, adjust planting calendars and protect their health. The OVP campaign adds a community-level information channel to the government’s broader preparedness effort ahead of the peak dry months.
