Cuauhtémoc Cárdenas, Mexican opposition leader and first elected mayor of Mexico City

Cuauhtémoc Cárdenas, the veteran Mexican politician whose challenge to one-party rule helped open his country’s politics to genuine competition, has died at the age of 92. Mexico’s government announced his death on Wednesday, drawing tributes from across the political spectrum for a man who never reached the presidency but reshaped the path that led others there.

The 1988 election that changed Mexico

Cárdenas began his career inside the Institutional Revolutionary Party, the PRI, which had governed Mexico without interruption since 1929. After serving as a senator and as governor of Michoacán, he broke with the party in 1987, saying it resisted reform.

The following year he stood for president against the PRI candidate, Carlos Salinas. On election night, with the two men running close, officials said the vote-counting system had failed. When counting resumed, Salinas was declared the winner. Cárdenas and many analysts maintained that the result had been manipulated, and the dispute became a turning point in Mexican history.

The controversy fuelled demands for electoral reform and gave opposition parties room to grow. In 2000, the PRI lost the presidency for the first time — an outcome historians trace back to his 1988 movement.

From opposition leader to Mexico City mayor

Cárdenas helped bring left-wing groups, activists and reformers together into the Party of the Democratic Revolution, which he led after its founding in 1989. He stood for president again in 1994 and 2000, finishing third both times, but his influence extended well beyond his own campaigns.

In 1997, voters elected him to lead Mexico City, the first time the capital’s residents had chosen their own head of government. His victory gave the opposition a major national platform. In later years he stepped back from party leadership and left the PRD in 2014, remaining a respected public voice known for a quiet style and a reputation for personal honesty.

Tributes and legacy

President Claudia Sheinbaum described Cárdenas as a man of firm principles whose role in Mexico’s modern history was fundamental. She credited his peaceful 1988 movement with giving voice to millions seeking change and starting the country’s democratic transformation.

Historians are likely to remember Cárdenas less for offices he held than for the system he helped to change. He did not win the presidency, but the competitive democracy Mexico has today owes much to the movement he built.
