Ukrainian National Guard personnel and police officers on a village street near Kyiv

Clashes broke out on Monday in a village on the outskirts of Kyiv after residents gathered outside a private house where, according to local reports, servicemen were being held inside. Police and National Guard officers faced an angry crowd in Petropavlivska Borshchahivka, and riot police used tear gas as protesters threw eggs and stones and tried to force their way toward the building.

FAKTA

  • Where and when: Petropavlivska Borshchahivka, near Kyiv, on 2 November 2026.
  • The trigger: reports that men, including newly mobilised soldiers and soldiers who had left their units without permission, were being held in a private house, and that medical workers were initially denied access.
  • The clash: protesters threw eggs and stones, broke through part of a fence and damaged a police bus; officers used tear gas to push the crowd back. Some reports said shots were fired, apparently into the air.
  • The injured: four servicemen were taken to hospital, officials said.
  • The response: the National Guard and the State Bureau of Investigation opened inquiries, and senior officials visited the scene.

What happened outside the house

Trouble began after word spread locally that several dozen men were inside the house and could not leave or receive medical help. Residents gathered outside and demanded that the building be opened. The crowd grew through the evening, and some protesters climbed onto police vehicles, broke warning lights and tried to overturn a bus.

Kyiv regional police said they had been called after a private ambulance crew reported being stopped from treating a person at the address. Officers arriving at the scene found National Guard personnel at the house, surrounded by residents. As the standoff continued, about two dozen men were brought out and placed on a bus, according to reports from the scene.

What officials say

National Guard commander Major General Oleksandr Pivnenko told the crowd the building was being used as a temporary facility for mobilised troops and for soldiers detained after leaving their units without authorisation, while they awaited new assignments. The National Guard’s 1st Azov Corps gave a similar account, saying the men inside were its personnel.

Police denied reports of illegal detention or deaths at the house, while confirming that four men had been hospitalised. Kyrylo Budanov, head of the Presidential Office, also visited the scene, spoke with protesters and promised that those responsible for starting the confrontation would be identified. The military ombudsman’s office is also examining the incident.

Why the incident matters

The confrontation has exposed the strain in Ukraine’s mobilisation system as the war with Russia, which began with Moscow’s full-scale invasion in February 2022, continues into another year. Recruitment teams searching for men avoiding service have long angered parts of the public, and picking men up in minibuses and taking them to recruitment centres against their will is deeply unpopular.

The inquiries under way will determine what happened there, and whether rules for such facilities need to change. Read more international coverage on Watan News.
