Wind turbines on hills in Türkiye at sunrise

Türkiye has allocated 1,500 megawatts of wind power across seven projects in four provinces in its YEKA RES-2026 tenders, held on 2 November 2026. The country’s Ministry of Energy and Natural Resources ran the competitions in sequence, starting with Sivas, then four sites in Balıkesir, followed by Manisa and Kütahya.

Where the capacity goes

The largest single allocation is the 320-megawatt Sivas project, won by Metgün Enerji Yatırımları. Four projects in Balıkesir together account for 685 megawatts, while Manisa accounts for 235 megawatts and Kütahya for 260 megawatts. Together, the seven allocations total 1,500 megawatts of grid connection capacity.

Five companies submitted the winning bids across the seven allocations, from 29 applications submitted by 12 companies, according to tender reporting. The winning bids still require ministry approval and contractual procedures before construction can advance, so the allocations establish which developers can move forward through permitting and construction, rather than completed power plants.

Price and contribution payments

The electricity price component reached the floor of 3.50 euro cents per kilowatt-hour at every site, under a tender framework that had set an opening ceiling of 5.50 euro cents and a floor of 3.50 euro cents. Energy Minister Alparslan Bayraktar reported total contribution payments of approximately 75.5 million euros including VAT.

Among the reported winning terms, Metgün bid a contribution payment of 30,000 euros per megawatt for Sivas, equivalent to 9.6 million euros across the project capacity. Egesa Elektrik secured the Manisa allocation with a contribution bid of 16,000 euros per megawatt, equivalent to 3.76 million euros, while Ecogreen Elektrik Enerji Üretim made the leading offer for Kütahya at 72,000 euros per megawatt, corresponding to 18.72 million euros.

How the projects will sell power

Under the tender terms, developers may sell wind power on the free market for 72 months after the right-of-use agreement is signed. A 20-year electricity purchase period then begins at the tariff determined through the competition. The ministry forecasts annual production of about 4.6 billion kilowatt-hours from the proposed 1.5-gigawatt portfolio after completion.

The round fits Türkiye’s wider push to cut reliance on imported energy and to build domestic renewable supply chains. The head of the Turkish Wind Energy Association said ahead of the tenders that the 1,500 megawatts of wind could represent approximately 1.5 billion dollars in investment and could become operational in about three years, and that wind accounted for around 13 percent of Türkiye’s electricity generation in August 2026, with a domestic content rate of 65 percent in turbines used in YEKA projects. Those figures are association estimates and pre-tender context, not ministry results.

Frequently asked questions

What is YEKA?

YEKA stands for Renewable Energy Resource Areas, zones designated by Türkiye for large-scale renewable energy development, where development rights and grid connection capacity are awarded through competition.

Does allocation mean the wind farms are built?

No. Allocation awards grid connection capacity and development rights; projects still need ministry approval, contracts, permits and construction before they generate power.

How much electricity could the portfolio produce?

The ministry forecasts about 4.6 billion kilowatt-hours per year from the 1.5-gigawatt portfolio after completion.

What price will the projects receive?

After 72 months of free-market sales, a 20-year purchase period begins at the tariff set in the competition, which reached 3.50 euro cents per kilowatt-hour at every site.

Why does Türkiye run YEKA tenders?

To expand domestic renewable capacity, reduce reliance on imported energy, and strengthen local manufacturing and supply chains for renewable equipment.
