Canada has appointed economist Diana Fox Carney as its first Ocean Envoy, a new unpaid role that will see her chair the 12th Our Ocean Conference in Halifax, Nova Scotia, on 10–11 May 2027. The appointment was announced on 16 September 2026 by Fisheries Minister Joanne Thompson.

In the role, Fox Carney will advance Canada’s ocean leadership by connecting ocean conservation, climate action, Indigenous leadership, economic resilience and maritime security, according to the official announcement.

Who is Canada’s Ocean Envoy?

Diana Fox Carney is a British-Canadian economist with experience advising companies and investors on the transition to a more climate-resilient economy. She is widely recognised for her expertise in climate policy and has held leadership roles at think tanks across Africa, Europe and North America.

She holds a master’s degree in Agricultural Economics from the University of Oxford and a master’s degree in International Relations from the University of Pennsylvania, and has served on the boards of several not-for-profit organisations focused on the environment, development and the arts.

Born in the United Kingdom in 1965, she met her husband, Mark Carney — now Canada’s prime minister — while both were students at Oxford. They married in 1994 and have four adult children. She lives in Ottawa.

A voluntary, unpaid role

The position of Ocean Envoy — and chair of the Our Ocean Conference — is a volunteer and non-remunerated position, Fisheries and Oceans Canada confirmed. The appointment has drawn attention because Fox Carney is the prime minister’s spouse; the government presents it as a public-service role focused on ocean policy and conference leadership.

Minister Thompson said Canada’s oceans define the culture and identity of its coastal communities and drive economic prosperity, adding that as host of the 12th Our Ocean Conference, Canada has an opportunity to showcase its leadership in ocean conservation, sustainable fisheries, ocean science and Indigenous-led stewardship.

Halifax 2027: the 12th Our Ocean Conference

Canada will host the 12th Our Ocean Conference in Halifax, Nova Scotia, on 10–11 May 2027, alongside a youth summit — the first time Canada hosts the global gathering. The conference will be chaired by the country’s Ocean Envoy, bringing together governments, Indigenous leaders, scientists, industry, non-governmental organisations and communities to turn ocean ambition into concrete action.

Launched in 2014, the Our Ocean Conference focuses on voluntary, measurable commitments to protect the ocean. More than 3,200 commitments have been made globally, valued at approximately CAD 243 billion, according to Fisheries and Oceans Canada.

The conference works across six action areas — marine protected areas, marine pollution, climate change, the sustainable blue economy, maritime security and sustainable fisheries — and is described as a critical step in the global effort to protect 30 per cent of the ocean by 2030.

The $82 million ocean package

At the 81st United Nations General Assembly, Prime Minister Mark Carney announced a set of ocean measures around the new envoy role, confirmed by his office on 23 September 2026:

  • $82 million over five years to strengthen ocean observation capacity and support the Global Ocean Observing System — matching a €50 million commitment announced by the European Union earlier this year;
  • ratification of the High Seas Treaty — the UN agreement on marine biological diversity beyond national jurisdiction — backed by more than $24 million for implementation;
  • Canada co-chairing the OceanEye International Alliance with the European Union to strengthen global ocean observation for climate forecasting, maritime safety and sustainable economic growth;
  • Canada’s endorsement of the Annual Joint Leaders’ Communiqué on Ocean-Climate.

On 29 September, the Prime Minister’s Office unveiled a broader $1.2 billion ocean protection package that folded in these measures. The government noted that Canada’s Arctic is warming at more than four times the global rate, making stronger ocean observation increasingly important, and that Canada is working to conserve 30 per cent of its lands and oceans by 2030.
