EU Commissioner Wopke Hoekstra meets young delegates at the Youth Policy Dialogue on COP31

European Commissioner for Climate, Net-Zero and Clean Growth Wopke Hoekstra has pledged to support greater youth involvement in climate policymaking after meeting 16 young people from across Europe ahead of the COP31 UN climate conference, according to reports from the meeting.

The Youth Policy Dialogue on COP31 took place on 1 October 2026 in Brussels, giving young representatives and youth organisations a structured exchange directly with the Commissioner on the youth views ahead of the negotiations in Antalya, Türkiye, where COP31 will run from 9 to 20 November 2026.

The dialogue was organised by the European Commission and the European Economic and Social Committee, in cooperation with the European Youth Forum and Generation Climate Europe — the same partners that reflect what organisers describe as a shared commitment to meaningful youth participation in EU climate policymaking.

The Brussels dialogue

Ahead of the meeting, the participants prepared a joint position paper covering five policy areas: climate change mitigation and the Transitioning Away from Fossil Fuels (TAFF) Initiative; adaptation; just transition; climate finance; and Action for Climate Empowerment, including youth participation.

Commissioner Hoekstra listened as the young delegates laid out their priorities for the EU’s COP31 position, and, according to The Climate Watch, which reported on the meeting, he pledged to support a bigger youth role in the bloc’s climate decision-making.

What the young delegates asked for

The delegates urged the EU to build social justice into its climate policies to protect vulnerable communities during the transition, arguing that climate ambition cannot be separated from fairness.

They also stressed intergenerational equity, saying young people will bear the climate debt left by earlier generations, and called for a greater youth presence at future COPs.

“Social justice is an opportunity to redefine our society,” said Helena Voorhuis, Dutch Youth Delegate to COP31.

Questions beyond the negotiating text

The participants also questioned the Commissioner about the difficult geopolitical climate and what it means for global climate ambition, as well as the growing use of artificial intelligence and its impact on energy demand. Some stressed that climate action cannot succeed without protecting nature.

Why it matters for COP31

With COP31 weeks away, the dialogue is one of the clearest signals yet that the EU intends to arrive in Antalya with youth voices woven into its negotiating position — from fossil-fuel transition and adaptation to finance and just transition.
