Powell Barzani Erbil talks put security first

The talks focused on Britain’s relations with Iraq and the Kurdistan Region, particularly security and military cooperation, joint counter-terrorism efforts, and regional stability, the presidency statement said. Both sides also discussed the internal situation in the Kurdistan Region, efforts to form a new regional government cabinet, Erbil–Baghdad relations, and diplomatic efforts to de-escalate tensions.

The Kurdish leadership has in recent months highlighted repeated drone and cross-border attacks targeting the region, alongside the strains of a fragile political transition as the KDP and the PUK work toward forming the next cabinet.

A visit amid regional strain

Powell’s visit comes at a sensitive moment for the Kurdistan Region. In recent months, officials in Erbil have pointed to a sharp deterioration in the security environment, with explosive drones and cross-border strikes affecting the region since hostilities between Iran and Israel escalated earlier this year. The Kurdish authorities have also warned that the closure of oil export routes through the Strait of Hormuz has cost Iraq more than 90 percent of its oil exports, putting enormous pressure on public finances.

Britain has been a longstanding partner of the Kurdistan Region. British support for the Kurds dates back to the 1991 safe haven established after the Gulf War, and the UK has backed the Peshmerga forces in the fight against ISIS through the Global Coalition. Just days ago, Prime Minister Masrour Barzani received a British military delegation led by Vice Admiral Edward Ahlgren to discuss security coordination and reforms within the Ministry of Peshmerga Affairs.

What comes next

The meeting signals London’s continued investment in the Kurdistan Region as a stabilising partner in northern Iraq. With cabinet formation still under negotiation in Erbil and the regional security picture unsettled, both sides agreed on the importance of closer coordination — a message Powell has carried through his repeated engagements with Iraqi and Kurdish leaders over the past two years.
