Steelworks and electricity substation in Ukraine at night after claimed Russian strikes on steel plants and power grid

Russia’s defence ministry said on Saturday that it had carried out a large-scale overnight operation against infrastructure targets across Ukraine. In the claimed Russia strikes Ukraine steel plants and power grid operation, Moscow said its forces hit the country’s largest steelworks, electricity facilities and a cargo vessel in the Black Sea. The claims, dated October 17, 2026, could not be independently confirmed, according to Reuters.

Key facts

  • Claim: Moscow said Russian forces carried out large-scale overnight strikes on Ukrainian infrastructure targets.
  • Targets named: the ArcelorMittal steelworks in Kryvyi Rih, an electricity substation in Zhytomyr, a steel plant in Zaporizhzhia and a cargo vessel in the Black Sea.
  • Stated justification: the ministry said the steel facilities were linked to Ukraine’s military-industrial complex.
  • Verification: Reuters reported it could not independently confirm the ministry’s claims.

Russia Strikes Ukraine Steel Plants and Power Grid

The steelworks in Kryvyi Rih, a major industrial city in central Ukraine, is one of the country’s largest steel production centres and is owned by global steel producer ArcelorMittal. The company suspended operations at the facility in September after a series of Russian ballistic missile strikes, according to the reports.

Russian officials also said they had hit an electricity substation in Zhytomyr, a city in northwestern Ukraine. Power substations are critical nodes in the electricity grid, and damage to them can disrupt supplies to homes, businesses and factories. A second steel plant said to have been hit is located in Zaporizhzhia, a city close to the front line of the ongoing conflict, where industrial facilities have faced repeated attacks since the war began. Steel production remains one of Ukraine’s most important export industries, and continued pressure on these plants weakens both the economy and the industrial base.

Maritime claim remains unverified

The ministry further claimed that a cargo vessel in the Black Sea had been hit, alleging it was delivering military supplies to Ukraine’s port of Odesa. The statement did not identify the vessel or give details of the reported attack, and no independent confirmation was available.

The reported operation highlights the continuing vulnerability of Ukraine’s energy, industrial and maritime infrastructure as the war continues into another winter. Black Sea shipping has remained a contested arena throughout the conflict, with both sides accusing each other of targeting vessels and port infrastructure. Attacks on port cities such as Odesa have repeatedly disrupted export routes and raised fears of further economic fallout. Moscow has repeatedly targeted energy facilities in the colder months, a campaign that has previously left millions of Ukrainians without heat or electricity.
