EU draft COP31 conclusions: pledges no longer enough — focus shifts to delivery

BRUSSELS — The European Union is heading into COP31 with a blunt message: climate pledges are no longer enough. Beyond the energy agenda, the draft addresses the overshoot question head-on: even if 1.5°C is crossed, as UNEP warns is now likely, parties should minimise the magnitude and duration of the overshoot and get back below it. The EU also wants the summit to set direction for the next Paris Agreement cycle — an early signal that the current round of nationally determined contributions will face pressure to deepen before the next global stocktake.
