Ukraine has blamed a Russian drone attack for the sinking of a Turkish-owned grain ship in Romania’s section of the Black Sea, an incident that killed two crew members and has raised fresh fears that the war in Ukraine could spill over into NATO waters. Romania confirmed the fire and the rescue of 11 crew members but has not identified the cause.
The fire broke out on the grain ship “Royad Mammadov” at around 11am local time (08:00 GMT) on Monday, while the vessel was in Romania’s exclusive economic zone carrying a cargo of corn. Two people were killed and eleven others were rescued. Azerbaijani and Indian nationals were among those on board.

Zelenskyy: “a horrific strike”
President Volodymyr Zelenskyy wrote on social media that the ship had been hit by two Russian drones. “A horrific strike by two Russian drones on a civilian vessel in neutral waters carrying corn and owned by Turkiye,” he wrote.
The Romanian Ministry of Internal Affairs said the coastguard was alerted that a fire had broken out on the ship in the country’s “exclusive economic zone,” but did not identify the cause of the fire. A photo of the fire-damaged vessel released by the ministry was distributed via Reuters.

A pattern of incursions on NATO’s eastern flank
Zelenskyy’s claim frames the incident as the latest in a series of suspected Russian drone incursions along NATO’s eastern flank — a pattern that has fed concerns in European capitals that Moscow’s war in Ukraine could spill over.
In May, a Russian drone hit an apartment building in Romania. In June, a stray Ukrainian maritime drone exploded in the Black Sea port of Constanta. In July, Bucharest summoned Russia’s ambassador after air defences intercepted three drones within a single week.
The incursions are not limited to Romania. The Baltic states have reported drones entering their airspace throughout the war; Poland bolstered its air defence posture after accusing Moscow of violating its airspace in September; suspected drones were shot down twice in Moldova. Romania’s Ministry of National Defence said its naval forces had destroyed nine drifting sea mines in the Black Sea since the start of the war.
What is still unconfirmed
The cause of the fire remains officially unconfirmed. Romania’s interior ministry has stopped short of attributing the incident to any party, and there was no immediate response from Moscow to Zelenskyy’s accusation. The incident is expected to draw a response from Bucharest and from NATO allies, given that the ship was in a NATO member’s waters at the time.
