China drone export controls - camera drone in flight

China will require export licences for a wide range of high-performance drones and their key components from November 18, tightening its control over a supply chain that feeds drone programmes around the world. The rules, announced on October 19 by China’s commerce ministry with the customs authorities and the military’s equipment development arm, cover powerful motors, speed controllers, large propellers, autopilots and long-range aircraft, plus software that lets drones fly in formation or navigate on their own.

Beijing calls the step an update of existing controls, not a blanket ban. Officials say the listed items have clear dual-use applications, civilian and military alike, and that the measures protect national security and meet non-proliferation obligations. Applications meeting the requirements will be approved, the commerce ministry has said.

FAKTA: China drone export controls

  • Effective date: November 18, 2026
  • Announced: October 19, 2026, as Announcement No. 49
  • Issued by: the Ministry of Commerce, the General Administration of Customs and the Central Military Commission’s equipment development arm
  • Covered: heavy brushless motors, speed controllers, propellers over 30 inches, autopilots, drones with a 300-kilometre range, and swarm-control software
  • Exempt: small agricultural spraying drones within set limits, including tanks of up to 80 litres and endurance under three hours
  • Enforcement: unauthorised exports and illicit resale are to be punished under the law

What falls under the new licensing rules

The triggers are highly specific: brushless motors rated at 48 volts or more and three kilowatts or more, matching speed controllers, and carbon-fibre propellers longer than 30 inches. Drones able to fly beyond visual line of sight, long-endurance models and aircraft built for aerosol dispensing with large tanks are also listed, with the technologies used to develop, produce or operate them.

Exporters must also give customs detailed technical data for items close to the thresholds. Procedures for standard civilian drones are eased at the same time, and the agricultural spraying exemption covers roughly four times the payload it did before, up from a previous 20-litre limit.

Why the controls matter far beyond China

China dominates global drone manufacturing, supplying parts to buyers on every continent. Industry studies have put the market share of the leading Chinese maker, DJI, at more than two-thirds of the world market, while analysts estimate that a large share of the critical drone electronics used in the Russia-Ukraine war flows through Chinese suppliers.

The timing sharpens the impact. Ukraine plans to build millions of small first-person-view drones this year, and the United States is pursuing a large expansion of its own drone fleet by 2027. Manufacturers in both countries and in Europe must now check existing orders against the thresholds, gather end-user documents and file applications before the deadline.

What happens next

Exporters and buyers face a short window to work out which components are captured and whether licences can be secured in time. More international coverage is available on the Watan News English homepage.
