China Communist Party plenum at the Great Hall of the People in Beijing

China’s ruling Communist Party opened a four-day meeting of its most senior members in Beijing on Monday, putting the party’s own discipline and governing standards at the centre of the agenda. President Xi Jinping briefed the Central Committee as the closed-door session, the fifth plenum of the current committee, began. The gathering runs until Thursday and is widely seen as a key moment ahead of a major leadership reshuffle due next year.

FAKTA

  • What: Fifth plenary session of the Chinese Communist Party’s Central Committee
  • When: 26 to 29 October 2026, in Beijing
  • Attending: More than 300 full and alternate members of the Central Committee
  • Theme: Full and rigorous party self-governance
  • Significance: The last major party gathering before the 2027 leadership reshuffle

Governance at the heart of the agenda

The meeting’s stated theme is the sustained advance of what the party calls full and rigorous self-governance. According to the state news agency Xinhua, Mr Xi presented the Central Committee with a draft document addressing the challenges facing the party, including strengthening its governing capacity, guarding against complacency and continuing the fight against corruption.

Party commentary carried in state media stressed that major decisions must not remain empty rhetoric, and called for tighter institutional rules to close loopholes and make sure decisions are carried out in practice. The Central Committee is the party’s largest top decision-making body, and its plenary sessions, held at least once a year, set the course between the party congresses that take place twice a decade. This is the fifth such session since the current committee was formed in 2022.

Anti-corruption campaign continues

Corruption has been a signature theme of Mr Xi’s leadership, and the campaign has in recent years removed hundreds of senior officials and top military officers, including some once seen as his allies. Critics argue that purges at the highest levels of the armed forces risk undermining stability and combat readiness. The party, by contrast, presents the campaign as necessary renewal, arguing that the military must be rebuilt and forged anew.

Analysts say the plenum may also be used to rebuild parts of the leadership ahead of next year’s party congress, when Mr Xi is expected to seek a fourth term as party chief.

What to watch next

The session is closed to the press, and its main outcomes are expected to be published in a communique when it ends on Thursday. Observers will be watching for any changes in the party’s senior ranks, new rules on discipline and governance, and signals about the direction of policy ahead of the 2027 congress.
