Türkiye green steel plant with solar panels and green hydrogen pipes

Ankara, 5 November 2026: Türkiye plans to unveil its Industrial Decarbonization Investment Platform (TIDIP) at the COP31 climate summit in Antalya, presenting a green-industry investment scheme that aims to mobilise more than 6 billion US dollars by 2030 and cut over 20 million tonnes of carbon dioxide equivalent a year. The unveiling, reported on 4 November 2026, will be accompanied by a joint declaration at COP31, with new financial institutions expected to join the platform.

COP31, the 31st session of the Conference of the Parties to the UN Framework Convention on Climate Change, takes place in Antalya from 9 to 20 November 2026. Türkiye holds the presidency, with Murat Kurum as President-designate, while Australia leads the formal negotiations.

What TIDIP is

TIDIP was set up by Türkiye’s Ministry of Industry and Technology together with the European Bank for Reconstruction and Development (EBRD), the International Bank for Reconstruction and Development (IBRD) and the International Finance Corporation (IFC). The initiative was launched in November 2024, the partners signed a joint declaration on 25 November 2025, and a presidential circular of 22 May 2026 formally established the platform.

The platform first targets four carbon-intensive sectors: iron and steel, aluminium, cement and fertiliser. Its scope is planned to expand later to glass, ceramics and chemicals. Decarbonisation investments are grouped under green hydrogen, carbon capture, energy efficiency, renewable electricity and climate technologies.

The money and the emissions goal

The headline target reported ahead of COP31 is to mobilise more than 6 billion US dollars by 2030. Documents from the partner banks describe the same goal as 5 billion euros, and the difference reflects currency and the wider financing the platform expects to crowd in, including European Union support. Industry and Technology Minister Mehmet Fatih Kacir has pointed to 5.7 billion euros (6.4 billion dollars) in EU support under the IPA III pre-accession instrument for 2021–2027 as a major boost for the platform.

Seed funding is already in place: the Climate Investment Funds’ Clean Technology Fund has approved 250 million dollars as the first funding package for TIDIP. That package is expected to mobilise 2.8 billion dollars in total, including 1.93 billion dollars from multilateral development banks and 870 million dollars from the private sector and other sources. The fund expects the package to benefit 378 Turkish businesses, including small and medium-sized and women-led companies, by 2035, and to reduce or avoid 39 million tonnes of carbon dioxide equivalent by then.

Why it matters for COP31

Heavy industry is among the hardest parts of the economy to decarbonise, because steel, cement and chemicals need very high temperatures and chemical processes that still rely heavily on fossil fuels. A platform that bundles technical assistance, concessional finance and risk-sharing is designed to make individual factory upgrades bankable at scale.

The platform also fits Türkiye’s own 2053 net-zero goal. According to the EBRD’s industrial decarbonisation pathway for Türkiye, reaching that goal needs around 70 billion dollars of industrial investment in total, including about 31 billion dollars for steel, 30 billion dollars for cement, 5 billion dollars for aluminium and 5 billion dollars for fertiliser.

FAKTA

  • Platform: Türkiye Industrial Decarbonization Investment Platform (TIDIP).
  • Unveiling: At COP31 in Antalya, 9–20 November 2026, with a joint declaration and new financial institutions expected to join.
  • Partners: Ministry of Industry and Technology, EBRD, IBRD and IFC.
  • Sectors first: Iron and steel, aluminium, cement and fertiliser; glass, ceramics and chemicals to follow.
  • Targets: More than 6 billion dollars mobilised by 2030; over 20 million tonnes of CO2 equivalent cut per year.
  • Seed funding: 250 million dollars from the Climate Investment Funds’ Clean Technology Fund, expected to mobilise 2.8 billion dollars in total.

Conclusion

TIDIP is not a new pledge invented for Antalya: the platform has been built since 2024 and formalised in 2025 and 2026. What COP31 adds is the public unveiling, a joint declaration and, if new institutions join as expected, a wider financing base. Whether the platform reaches its 2030 targets will depend on projects moving from pipeline to construction in the four heavy industries it covers first.
